1. Policy Context
The UK Government amended the Climate Change Act 2008 in 2019, committing to a 100% reduction in net UK greenhouse gas emissions by 2050 (compared with 1990 levels).
In accordance with Procurement Policy Note (PPN) 006 – Taking Account of Carbon Reduction Plans in the Procurement of Major Government Contracts (updated from PPN 06/21), Central Government Departments, Executive Agencies and Non-Departmental Public Bodies must ensure that suppliers to contracts valued at £5 million or more per year (including VAT) are committed to achieving Net Zero by 2050.
This Carbon Reduction Plan applies to all UK operations of Workforce Employment Solutions Ltd and covers all relevant contracts delivered under central government and NHS frameworks.
Workforce Employment Solutions Ltd (WESolutions) confirms its full commitment to achieving Net Zero greenhouse gas emissions by 2050 across all UK operations.
2. Scope of Reporting
2.1 Operational & Organisational Boundaries
This Carbon Reduction Plan covers all UK operations of WESolutions, including:
- Office premises (energy, water and waste)
- Company-owned vehicles
- Business travel
- Employee commuting
2.2 Emissions Scopes:

3. Carbon Footprint:
Baseline emissions are our first full-year carbon footprint prior to the implementation of structured reduction strategies and form the reference point against which future reductions are measured.

4. Emissions Reduction Targets:
In order to continue our progress towards achieving Net Zero, WESolutions has adopted the following interim carbon reduction targets:

These targets align with a trajectory consistent with achieving Net Zero by 2050 for our UK operations.
Progress to date: WESolutions has already achieved a 13% reduction by 2024 and remains on track to meet the 2025 target.
5. Commitment to Net Zero and Emission Reduction Strategy
5.1 Commitment to Net Zero
Workforce Employment Solutions Ltd recognises the critical role businesses play in addressing climate change and is committed to achieving Net Zero emissions by 2050 for its UK operations.
This commitment is not just a goal but a pledge to take bold, measurable actions to reduce our environmental impact and contribute to a sustainable future for our employees, clients, candidates, suppliers and wider communities.
5.2 Completed Carbon Reduction Initiatives (2022–2024)
Since the baseline year, WESolutions has implemented a range of measures that have already contributed to reducing our emissions, including:
- Energy efficiency in offices:
- LED lighting retrofit and optimised lighting controls.
- Heat-pump air-conditioning and improved thermostat management.
- Digital-first processes:
- Extensive use of e-signatures and digital documentation to reduce paper use and printing.
- Virtual interviewing and online meetings to reduce travel.
- Operational changes:
- Adoption of hybrid and remote working arrangements to reduce commuting.
- Rightsizing office space towards more efficient, lower-energy footprints.
- Sustainable travel:
- Preference for public transport where practical.
- Encouragement of car sharing and low-carbon travel choices.
- Offsetting for residual emissions:
- Tree planting with Review Forest.
- Quarterly contributions to Sacred Grove offset initiatives.
These initiatives collectively support the 13% reduction already achieved against the 2022 baseline.
5.3 Future Emission Reduction Strategies
We will continue to implement and refine a range of emission-reduction strategies across our operations, focusing on:
- Further energy efficiency upgrades and behavioural change campaigns.
- Continuous optimisation of our digital-first, paperless workflows.
- Increased waste minimisation, reuse and recycling across all offices.
- Integration of carbon considerations into procurement and supplier selection.
Investments in innovative technologies and best practices will be explored to minimise our carbon footprint, ensuring that our Net Zero commitment is backed by tangible, evidence-based actions.
5.4 Renewable Energy Adoption
WESolutions is progressively transitioning to renewable and low-carbon energy sources to power its operations, including:
- Moving to renewable electricity tariffs wherever available.
- Assessing the feasibility of on-site renewables such as solar PV at suitable locations.
- Reducing reliance on fossil-fuel based systems over time.
Where appropriate, we will collaborate with energy and sustainability providers to accelerate this transition and support the wider growth of clean energy solutions.
5.5 Stakeholder Engagement and Transparency:
Achieving Net Zero requires active involvement from all stakeholders. WESolutions will:
- Engage employees through awareness, training and internal campaigns on sustainability.
- Work with key suppliers to understand and reduce upstream emissions.
- Encourage clients and partners to align with low-carbon working practices where we jointly deliver services.
We will maintain transparent reporting on our carbon-reduction progress, challenges and achievements through regular updates to this Carbon Reduction Plan and related communications, helping to foster trust and accountability.
5.6 Continuous Improvement and Accountability
Our commitment extends beyond immediate targets and is embedded in a culture of continuous improvement and innovation. WESolutions will:
- Monitor emerging technologies and best practices to refine our carbon-reduction strategy.
- Review our Carbon Reduction Plan, emissions data and targets at least annually.
- Establish and track measurable milestones and key performance indicators related to emissions reduction.
Responsibility for delivery of this strategy rests with senior leadership and is overseen by the Board of Directors, ensuring that carbon reduction remains a strategic priority across the organisation.
Through these concerted efforts, WESolutions aims not only to achieve Net Zero by 2050 but to demonstrate leadership in sustainable business practice within the health workforce, recruitment and immigration support sectors.
6. Scope 3 Development (Updated July 2025)
WESolutions continues to refine its Scope 3 carbon accounting in line with updated PPN 006 guidance.
Our reporting includes upstream activities such as employee commuting, business travel, purchased goods and services, and supplier transport.
From 2025 onwards, we are expanding this to include downstream emissions associated with the delivery of recruitment and immigration services — including cloud-hosted systems, candidate onboarding support, and client-facing travel — to ensure that both upstream and downstream impacts are measured and managed where relevant.
Supplier contracts and partnership agreements are being updated to require sustainability data sharing and carbon-reporting alignment, supporting a consistent approach across our value chain.
Our intention is to increase the completeness and accuracy of Scope 3 data year-on-year, in line with best practice and evolving guidance.
7. Governance & Review:
- Monthly reporting:
Carbon footprint is tracked and monitored internally using the GHG Protocol Corporate Standard. - Annual review / audit:
Emissions data is reviewed annually and may be subject to independent verification as part of our internal control and external reporting processes. - Board oversight:
The Board of Directors reviews this Carbon Reduction Plan at least annually, assessing performance against targets and approving updates. - Non-compliance register:
Any failure to meet reporting or reduction targets is recorded in a non-compliance log and corrective actions are implemented within 90 days. - Next scheduled update:
This CRP will be formally reviewed and updated by July 2026, or earlier if required by regulation or material change in operations.
8. Declaration and Sign Off
This Carbon Reduction Plan has been completed in accordance with PPN 006 (July 2025) and the associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol Corporate Standard, and use the appropriate UK Government greenhouse gas emission conversion factors for company reporting.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements (where required), and the required subset of Scope 3 emissions has been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard.
This Carbon Reduction Plan has been reviewed and signed off by the Board of Directors (or equivalent management body) of Workforce Employment Solutions Ltd and will be reviewed at least annually.
