How to Apply and Get Restricted Certificates of Sponsorship (RCoS)

Applying for restricted certificates of sponsorship (RCoS) is a critical step for UK employers who want to hire workers from overseas under sponsored work routes. It is important to understand that applying for an RCoS does not guarantee that one will be granted. The result depends on how accurately the application is completed, whether all mandatory and optional checks are met, and whether the request is submitted correctly by the approved sponsor.

Restricted certificates of sponsorship is there to control the number of overseas workers entering the UK under certain job routes. Because of annual limits and strict eligibility rules, sponsors must follow the correct process at every stage.

In this guide, we explain what RCoS is, when it is needed, how to apply, who requires it, and how WESolutions can support employers through the process.

What is a Restricted Certificate of Sponsorship, and when should it be used?

A Restricted Certificate of Sponsorship (RCoS) is a type of sponsorship approval that UK employers must obtain before assigning a sponsorship certificate to certain overseas workers. It is mainly used when a worker is applying from outside the UK for a sponsored job role that falls under restricted routes.

Previously, restricted certificates of sponsorship applied to Tier 2 roles that were subject to an annual limit. These limits were introduced to manage UK migration levels and ensure that only genuine vacancies were filled by overseas workers.

In simple terms, an employer must first receive permission through an RCoS before they can issue a Certificate of Sponsorship to the overseas employee. Without this approval, the worker cannot proceed with their visa application.

How to apply for restricted certificates of sponsorship (RCoS)

To apply for restricted certificates of sponsorship, the employer must meet strict sponsor requirements. The most important requirement is that the sponsor must hold an A-rated sponsorship licence and must have an active Level 1 user on their Sponsor Management System account.

Only sponsors who meet this requirement are permitted to submit RCoS applications.

When submitting an application, the following details must be included:

  • The type of restricted certificates of sponsorship required
  • The number of RCoS requested
  • The job title and standard occupation code
  • The offered salary
  • Details of the resident labour market test were required
  • Confirmation of whether the role meets the shortage occupation criteria
  • The intended start and end date of employment

Once these details are submitted, the application is processed through the Sponsor Management System. Get in touch with us today and let our experts help you with your application process.

Restricted CoS application process

The restricted certificates of sponsorship application is handled through two automated systems used by UK sponsorship authorities.

The first system is the Sponsor Management System (SMS). This system checks:

  • That the sponsor holds a valid rating
  • That the request meets the minimum eligibility points
  • That the salary and occupation code match current requirements
  • That all required information is complete and consistent

If inconsistencies appear in the application, the RCoS request will not be submitted.

The second system is Metastorm, which performs background validation checks. This system prevents restricted certificates of sponsorship from being granted to sponsors who have been downgraded, suspended, or no longer meet sponsor standards.

This double validation system ensures that only fully compliant sponsors receive RCoS approval.

Who needs a Restricted CoS

A Restricted Certificate of Sponsorship is required for:

  • Overseas workers are being hired from outside the UK for sponsored roles
  • Workers switching from certain study routes to sponsored work

Each overseas worker must have their own individual RCoS request submitted. Sponsors cannot reuse or transfer restricted certificates of sponsorship between candidates.

It is also important to note that restricted certificates of sponsorship must be granted before the employer can assign a sponsorship certificate to the worker. Without this approval, the visa process cannot move forward.
